Heat oil and sauté onion, garlic and pepper. Add tomato sauce, sugar, salt and pepper. Mix corn with the milk and strain. Combine all ingredients, together with the egg yolks. Stir constantly over medium heat until mixture thickens and the bottom of the pan may be seen. Place half the mixture into a lightly greased 2 liter dish, cover with the ground beef and then the remaining mixture. Cook for 40 mins. in a 350° oven until golden.
Chicken fricassée or shellfish enchilado may be used instead the beef.
